Our client is a leading compliance and governance services provider headquartered in Miami, with operations across Latin America and the Caribbean. They support a major multinational organization operating in 30+ countries across the region, serving as their exclusive compliance partner for over 10 years.
The organization operates in the telecommunications and IT sector and is strengthening its IT governance framework to align with COBIT 2019 standards .
Primary Objective
Design, implement, and operationalize a COBIT 2019-based IT and Cybersecurity Governance Model , ensuring alignment with business objectives, risk appetite, and regulatory expectations across LATAM and the Caribbean.
This is a high-impact leadership role, requiring someone who can operate at executive, semi-executive, and operational levels.
Scope of Responsibilities
Conduct COBIT 2019 maturity assessments across IT and cybersecurity domains
Define target governance state and develop structured improvement roadmaps
Map COBIT objectives (EDM, APO, BAI, DSS, MEA) to existing frameworks such as:
Define governance roles, RACI matrices, accountability models, and decision rights
Develop governance KPIs and KRIs aligned with executive reporting needs
Lead governance adoption and change management initiatives
Facilitate executive workshops and governance training sessions
Provide strategic guidance across multicultural, multi-country teams
Support operationalization of governance processes into daily operations

Required Experience & Qualifications
Must Have:
Minimum 5+ years of hands-on experience implementing COBIT frameworks
Proven experience leading or overseeing COBIT implementation programs
Strong understanding of IT Governance & Cybersecurity Governance
Experience mapping COBIT to ISO 27001, NIST CSF or similar frameworks
Ability to operate at executive and operational levels
Strong stakeholder communication skills
Fluent English (professional working proficiency required)
Strong background verification eligibility (criminal background checks required)
Nice to Have:
Experience in Telecommunications or IT industry
Experience in multi-country governance environments
Spanish fluency (highly preferred)
Experience working with distributed teams across LATAM & Caribbean
Work Model & Time Commitment
Remote role (LATAM & Caribbean candidates only)
Panama time zone alignment required
Contract role (12 months initially, potential extension or long-term opportunity)
Full-time preferred (8 hours/day), but open to senior advisory profile (part-time leadership model)
Compensation
Monthly rate: USD $3,000 – $3,500
Flexible structure depending on time commitment (hourly equivalent possible)
Governance & Reporting Structure
Weekly operational check-ins with Senior Manager, GRC
Monthly status reports (progress, risks, milestones)
Quarterly executive-level reporting and governance review
