Our Public Service practice partners with state and local governments, public agencies, and nonprofit organizations across the United States and Canada to deliver mission-driven transformation. We help public sector and social impact organizations modernize their workforce, strengthen organizational capabilities, and navigate complex change — from technology adoption and service delivery redesign to workforce planning and structural transformation. Our work directly impacts the communities, residents, and beneficiaries these organizations serve.
As a Talent & Workforce Transformation Consultant within our Public Service practice, you will support state and local government agencies and nonprofit organizations in navigating complex, large-scale organizational change. Your work will span the full spectrum of talent and workforce transformation — change management and technology adoption, platforms training and capability building, workforce planning, and organizational design — helping public sector clients define their target state, build workforce readiness, and achieve lasting mission outcomes.
KEY RESPONSIBILITIES
As a a Talent & Workforce Transformation Consultant, you’ll participate in any of the following projects with the responsibilities listed in each case.
Change Management & Adoption
Help develop and execute change initiatives that enable state, local, and nonprofit clients to successfully transition to their target operating state.
Shape the change vision and define the change acceptance strategy in collaboration with government executives, agency leadership, and community-facing stakeholders.
Define appropriate change initiatives — including the skills, structures, tools, and support mechanisms — needed to manage organizational change within public sector constraints and governance requirements.
Develop metrics and progress dashboards to measure transition adoption and determine appropriate corrective actions.
Monitor and evaluate change management effectiveness, adjusting approaches to achieve desired outcomes within public sector delivery cycles and budget structures.
Platforms Training & Capability Building
Design and execute training strategies — including "train the trainer" programs — to ensure effective knowledge transfer across government employees, agency staff, and nonprofit teams.
Drive upskilling of client technical and business staff to enable successful adoption of new government platforms, digital services, and enterprise technologies (e.g., Salesforce, Workday, ServiceNow, ERP systems).
Develop and manage communication plans aligned to public sector transparency requirements, multi-stakeholder environments, and constituent impact considerations.
Support the establishment of a Change Center of Excellence (CoE) within client agencies, advising on governance structures, change playbooks, and delivery execution.
Workforce Planning & Organizational Design
Execute workforce planning activities including skills gap analysis, role mapping, headcount modeling, and talent supply/demand assessments across civil service or nonprofit workforce structures.
Support organizational design engagements by documenting current-state agency structures, defining future-state operating models, and enabling role clarity across departments and programs.
Collaborate with HR, operations, and program leadership to identify workforce impacts driven by technology adoption, legislative mandates, or restructuring initiatives.
Execute business readiness activities — including scorecards, checklists, and iterative deployment support — tailored to the phased delivery cycles common in government transformation programs.
Work across impacted stakeholder groups including government unions, community organizations, elected officials, and cross-agency partners to activate a culture of change and reduce change fatigue.

REQUIRED CALIFICATIONS
Bachelor's degree in Public Administration, Business Administration, Human Resources, Organizational Psychology, or a related field.
Proven experience across one or more of the following: organizational change management, workforce planning, organizational design, or talent strategy — with demonstrable exposure to government, public sector, or nonprofit clients.
Proven experience delivering change management programs for large-scale technology or business transformation initiatives within government or mission-driven organizations.
Understanding of public sector operating environments including civil service structures, procurement cycles, legislative constraints, and multi-stakeholder governance.
Strong stakeholder engagement and facilitation skills, with the ability to navigate politically sensitive environments and influence across organizational levels.
Ability to develop and track change metrics, readiness scorecards, and workforce KPIs within government reporting frameworks.
Excellent written and verbal communication skills, including the ability to translate complex transformation concepts for diverse public sector audiences.
Advanced English proficiency (written and spoken) is mandatory; candidates must demonstrate the ability to produce executive-quality deliverables, facilitate workshops, and communicate effectively with senior government and nonprofit stakeholders entirely in English.
Active and proficient use of Generative AI (GenAI) tools is mandatory; candidates must demonstrate hands-on experience leveraging GenAI in day-to-day work — including content development, research, analysis, and problem-solving — and a commitment to responsible AI use in public sector and mission-driven contexts.
PREFERRED QUALIFICATIONS
Familiarity with structured change management methodologies (e.g., Prosci/ADKAR, Kotter, McKinsey Influence Model).
Experience with government technology platforms such as Salesforce Government Cloud, Workday, SAP, ServiceNow, or Oracle ERP.
Exposure to workforce analytics, operating model design, or civil service classification and compensation reform projects.
Familiarity with agile delivery frameworks (SAFe, Scrum, Kanban) as applied in government or regulated environments.
Experience working across both US and Canadian public sector contexts, including familiarity with provincial/territorial government structures and Canadian nonprofit governance frameworks.
Proficiency in Microsoft 365, collaboration tools, and AI government project management environments.
