DUTIES/RESPONSIBILITIES:
- Occupational Health & Safety
- Conduct monthly safety meetings and report results to DOLE.
- Update legal compliance (EHS) monitoring log.
- Inspect workplaces and equipment to ensure compliance with safety regulations; identify hazards and assess risks.
- Recommend and implement safety controls; promote accident prevention and occupational health.
- Ensure use of proper PPE and correct storage of dangerous materials.
- Record and report hazards, accidents, injuries, and health issues.
- Conduct safety training sessions for management, supervisors, and employees.
- Coordinate emergency procedures, rescue operations, firefighting, and first aid teams.
- Develop and maintain OHS policies, procedures, and manuals.
- Promote safety awareness across all project sites.
- Update Risk Registries (COTO and HIRAC)
- Review and conduct investigation on accidents and incidents. Ensure corrective actions are implemented and effective.
- Environmental Compliance (PCO Functions)
- Ensure compliance with PD 1586, RA 6969, RA 8749, RA 9003, RA 9272, and related regulations.
- Identify environmental aspects/impacts and recommend mitigating measures in the Environmental Management Plan (EMP).
- Handle all permitting and registration requirements before operating pollution sources and control facilities.
- Oversee operation and maintenance of environmental management systems (e.g., hazardous waste storage, solid waste segregation).
- Ensure hazardous waste transport is properly documented with permits, manifests, and Certificates of Treatment (COT).
- Monitor compliance with ECC requirements, environmental performance plans, and submit timely Compliance Monitoring Reports (CMR).
- Monitor pollution source installation/operation to meet air quality and effluent standards; submit Self-Monitoring Reports (SMR).
- Report environmental incidents (equipment breakdown, leaks, spills) within 24 hours to EMB Regional Office.
- Implement, update and propose applicable wildlife and environment policies.
- Attend environmental meetings and initiate environmental awareness campaigns.
Other Duties:
- Ensure 5S in all project sites.
- Support management in promoting the Company Credo and positive workplace culture.
- Propose technological advancements that would support the QEHS policy in terms of Occupational Health & Safety and Environmental Compliance.
- Conduct regular barracks audits to ensure compliance.
- Assist in IQA and third-party audits for ISO certification.
- Maintain safety and environmental expense tracking.
- Perform other duties as assigned by management.
Qualification:
- Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or related field
- DOLE-accredited Safety Officer (SO2 or higher); certified Pollution Control Officer (PCO) preferred
- At least 3 years of relevant work experience in safety and environmental compliance
- Knowledge of PD 1586, RA 6969, RA 8749, RA 9003, RA 9272, and related regulations
- Experience in ISO 9001/14001/45001 compliance and audits
- Strong communication, training, and documentation skills
- Proficient in MS Office and report preparation
- Ability to work across multiple project sites
